They
are
different
from
the
state-owned
schools
where
almost
all
expenses
are
supplied
by
the
government.
In
this
case,
for
state-owned
schools,
the
District
Education
Boards
(Dinas
Pendidikan
Daerah)
are
in
charge
of the schools growth.
Whatsoever,
education
foundations
versus
the government
Education
Councils
are
just
like
private
schools
versus the
state-owned
schools.
The
Law
on
Foundation
shows
us that
private
education
institutions
have
to
fight
harder
to
survive and to win the competition.
II.2  Tarakanita Education Foundation
So
far,
Tarakanita
is run
under
LRIF
number
28
of 2004.
Studies
and
discussions
have
been
done
and
Tarakanita
has
come
to a
conclusion
that
even
if
it changes
to the new Law in the coming
years’
time, no significant change
will be
taken,
especially  in
fostering  the
schools’
competitive  standing
in
this
network
era.
Tarakanita
is
a
Catholic
education
foundation,
owned
by
the
Indonesian
Sisters
of
Charity
of
Saint
Charles
Barromeo
(CB).
It
was
formally
founded
on
April
29,
1952
in
order
to
unite
the
then
schools
of
the
congregation.  In
2002,
many   more   schools   under   the 
same   congregation   merged   into 
Tarakanita
Foundation
adding
to 60
school
units
with
seven
district
offices
in Java
and
Sumatera. 
The 
reputation 
of 
Tarakanita 
Foundation 
in 
administering 
formal
schools
from
play
groups
to
high
schools
is
proven.
For
Tarakanita,
education
is
the
extension
of
God’s
mission
to
salvage
all
human
being
from
disadvantages
of
life
in this
world
(Yogyakarta,
2009,
p.
23).
This
underlying
principle
is clearly
described as its core values. They are:

compassionate
love.
•  Deep faith.
•  Appreciation
to human dignity.
•  Steadfastness
and persistence in facing
life challenges.
•  Willingness to grow and progress patiently.
